Meerut: Following the circulation of a viral video showing poor conditions at the Kanha Upvan Gaushala in Meerut, the Urban Development Department has taken disciplinary and legal action.

FIRs filed against outsourcing agencies, staff suspended over negligence

FIRs have been lodged against two outsourcing agencies Jain Computers and Shivam Enterprises, under the Prevention of Cruelty to Animals Act for failing to deliver on their responsibilities.

The two firms were contracted to provide staff and caretakers for over 2,500 cattle at the facility. However, an inspection revealed severe lapses, including delayed feeding, caretaker absenteeism, and poor upkeep, despite claims of deploying 24 and 18 caretakers, respectively.

Based on findings from Assistant Municipal Commissioner Sharad Pal’s inspection, both firms were found to have ignored repeated warnings. Municipal clerk Vikas Sharma was suspended over discrepancies in record-keeping. FIRs have also been filed against Animal Welfare Officer Harpal Singh and the gaushala’s caretaker, both of whom have been suspended.

Responsibility for the gaushala has now been transferred from Sharad Pal to Additional Municipal Commissioner Pankaj Kumar Singh. Municipal Health Officer Dr. Gajendra has also been reassigned, with Dr. Amar Singh replacing him.

To improve the gaushala's operations, several measures have been implemented. These include installation of 12 CCTV cameras, new flooring in unfinished sheds, and a facial recognition system for tracking staff attendance. Records on fodder supply and cleanliness are now being closely maintained.

The Municipal Corporation has deployed 50 additional staff in two shifts and six home guards. Immediate treatment at the trauma centre has been ensured for injured or sick cattle. Additionally, 15,000 square meters of land has been identified for expansion.
